Could be wrong, but if you have to ditch in water or land on a soft surface like sand, you keep your gear up so that it doesn't suddenly catch and flip the plane over nose-first.

I'm just kinda surprised they wouldn't sell them off to others countries that we've sold the F-14s to. Or maybe they didn't want them. We've sold the downgraded versions to some of those countries over there for like 35 years at least.
