Modding without tools is usually just moving some folders from the downloads folder to the appropriate game folder. Mo2 and other tools are nice for the auto updates, to toggle certain mods, and to open the nexus page of whatever mod.

Those foundational mods are dependencies. They are needed for other mods to work. For beginners, limit yourself to a handful of mods. If there's issues, it'll be easier to remove one mod at a time to troubleshoot. I have some games with 100 mods and if it doesn't load, then I remove 10 mods at a time to find the issue. Also keep in mind that most updates/patches will break most mods. The modders will probably update the mods shortly after, or you can play older releases of the game with those old mods.

They just need to stop being lenient about vehicular incidents. You get a slap on the wrist for killing while driving. A surprising amount of people argue for their right to speed, but there is no such right. The auto industry doesn't even have to lobby anything anymore. The people are doing it themselves.

Auto industry has made it a necessity to have cars. They made the laws and punishments more relaxed. Just getting a license is easy even if you don't bribe the examiner. They have vilified public transport as well as bicycles. I'm sure you could find a simplified video but there's plenty of written reports that go into detail. This is more focused on north America.

Nah, I can't blame the truck for that. Driver crossed the red light, and I'd be surprised if that's the speed limit I have an intersection right beside me that is a 40 zone, and people fly across it at 60. I'm lucky in good at reading others' speed. You can only see 200 meters in all directions. If traffic is going 60, you won't make it across without them basically driving into you.

People who pass on the right. Especially when they cut back into the left lane. When they cut back into the left lane, everyone behind them has to slow down. People who camp in the left aren't any better, but they have to slow down for anyone cutting them off. If you want people to move to a slower lane, don't switch into that lane yourself. You're blocking the slow drivers from changing lanes.

If the vehicle merging in is behind you, then yes, you should speed up a bit temporarily to make space. If they're beside you, then either way is fine as long as you both don't insist. If you both start accelerating, then it gets complicated. Although the vehicle merging in should yield to traffic already on the highway, I would rather not crash, but crashing at a lower speed is still better than at a higher speed.

That doesn't happen unless it's a dirt road in the middle of nowhere. And at that point, the person to the right goes first. If somehow there's 4 people all at the same time at an intersection with no signs or lights, then you have an accident. Let other people drive off, and you won't risk a collision.

You can get a touchscreen monitor if you get a pc. You can get small m-atx builds without paying the small form factor premium. Although a steam deck doesn't need to be plugged in.
