I never buy bottled still water from Costco. But I buy their 24 pack sparkling water like once a month. Its really good quality and packs a good amount of fizz

As for people who litter from their cars, if you drive and have a dashcam, you'd be surprised how many people you catch in the act. Send the footage to police and report them. They'll get a nice fine through the post.
