As the others have said, you’re fine with this adapter to use your phone charger. If you were using something that needed an earth pin with a schuko plug like a kettle or something like that then no. Your phone charger will only have the two pins anyway, so you’re all good.

I live near a pub and had someone doing this on my driveway and bush on a day England were playing in the Euros. I just happened to notice him. Shouted out that he was a filthy prick, he was hammered and said sorry and that was about it. Just poured a bucket of water over it after and that was it, nothing more that could be done. To be fair I’m surprised that’s the only time I’ve had it happen.
