OK, I usually don’t nerd out over grammar in a jokes sub, but either variant could be grammatically correct.
The predicate of the sentence is one hypothetical elephant — singular. African or Indian is just the adjective that could describe what kind of singular elephant we are talking about (or where they are). You only use articles for nouns, not adjectives or prepositions.
Consider the following sentence:
We don’t need to say the house and the garage because we’re talking about the doors being locked. The house and garage are being used as prepositions in that context to describe where the doors are. The other construction where the house and the garage are nouns could be grammatically correct also, but it doesn’t matter in this sentence’s context.

I get that reference. My take was the IBM help would tell you exactly what you already knew and not be at all helpful. Meanwhile, the Microsoft help was lots and lots of detail, but didn’t tell you how to apply it.
