Auction vast swathes of ocean for individual owners only to raise money to restore oceans

You will own all rights to that section of water and the ocean floor below it, including mineral/oil and transit rights. Someone wants to go through it? They pay a toll. No one is allowed to sell mineral rights. Money goes to restoring fisheries, wildlife, and coral.

How can any of that money be used to restore the oceans if those oceans are privately owned? Won't the owners who bought the ocean to make a profit want to do things that will hurt the environment?

they can make money from ships traversing their ocean route. It's mostly a charity thing.
