A multi axle truck that uses up old car tyres that, while not worn out completely, should not be used on cars

Car tyres are a resource and basically my idea is this vehicle would have enough good tyres to be legal while using up the remaining lifespan of tyres that are at a point where they should be removed from a car that relies on just four tyres. ​ Either all axles would steer or the old tyres would only impinge on the road when driving straight.
