How do I hang out with kids here?

Creepy sounding question, but please hear me out.
I (31f) am from a big family, always been around kids, always babysat, everything always loud and messy, always had a great time. But my partner and I personally don't want to make any (health risks, costs, lifestyle, lack of support, etc.).
I live in the UK now, my partner is British and he's from a very small, old family that gives side eye to any neighbourhood kid that dares to be noticeable in their presence. None of my friends here want kids and my job is also quite corporate, so no contact there, either.
I just quite miss having any kids around. For example, I stopped baking because I have nobody to give the cookies to. There's one lonely kid in the neighbourhood who always plays on the road, but with the general vibe towards families in the UK, I don't want to creep her or her parents out by approaching.
Long story short: Can you think of any way to get involved in children's lives in a positive way? In a way that I don't have to make one or change my career?
