Why aren't public spas/baths not common at all in the UK?

I'd also say it's compounded by a collective fear of public shaming in this country, that I've witnessed plenty of times. There's a reluctance to confront the dickheads directly, which gives them cart blanche to act with impunity. If the majority of people on any given street turn a blind eye out of fear, then nothing changes. If the majority banded together when someone did something utterly disrespectful to our public spaces, I reckon things would change. When I see someone drop something, I pick it up and challenge them on it; when I see someone pissing against the wall in broad daylight, I challenge them on it; when I see someone breaking/smashing/trashing something for no good reason, I challenge them on it. At some point, I'll probably get battered for doing this, but that would be because in every instance, everybody around has done fuck all, said fuck all, and just doesn't want to know. I find it embarrassing.
