Issue with Windows 11 AOVPN's

So we've got a bit of an annoying issue with some Windows 11 field devices. They use some in-built 4g connectivity when out and about.
The issue is that when in patchy signal, the AOVPN tries a few times to connect and then stops trying to auto-connect.
This appears to happen only for Windows 11 devices. There doesn't appear to be a GPO option to force the auto-connect functionality back on.
Another issue is that we can't disable the option to untick 'Connect Automatically', so the user can untick it and the VPN won't automatically connect. Is there any GPO or setting that I'm missing which will help?
I'm aware that this is a 'minor' inconvenience which could be solved with User Training but management have insisted that these field engineers are dumb as bricks and will just complain so it's easier to just get the VPN to try all the time constantly.
I'm looking into a scheduled task fired on Network Connection successful but wanted a second opinion. Any ideas?
