Simple Employee / Visitor Check in System?

We have a secure facility that by local regulations require that all visitors and employees to be checked in and out of the building. Until now we have been using an in house system that uses a simple barcode on each employees badge and pen and paper for visitors. We basically just had to have a record of it if the inspector came and looked. Well, we just got told by the inspector and fire department that they now want everything in one place and accessible online in case of a fire or evacuation so we can take roll call. AKA hosted externally. I would love to just throw the software up in AWS and be done with it, but the current system does not have a way to enter visitors without adding them as an employee and the person who developed it is gone. While I know how the system works for troubleshooting, I would call this out of my wheelhouse as far as developing it any further goes. On top of that I am always afraid that the software will break and the developer won't be available to fix it, he is around now if I need him but it's always a week or two that its down before he is able to take a look. I have looked into several systems but all of them are too expensive and too complicated for what we need. We basically just need a timeclock that has a visitor check in section. Preferably the check in for employees would be something physical, and quick like biometrics or a barcode scan, no smart phone apps. I have already looked into a half dozen systems and all of them are, too complicated, too expensive, or bundled with a ton of other services we do not need. The most complicated feature we need is reporting based on groups because managers do use it internally just to make sure that people are coming in when they are supposed to.
