Globally, what has happened to elderly and disabled people during war/depression/hyperinflation?

Have there been examples of an economy collapsing that previously used a robust welfare system to support its elderly and disabled?
I’m guessing that government benefits cease, and elderly /disabled become dependent on family/friends/church, or die if they have no-one.
Many wealthy countries (with exceptions like Japan) seem to have a separation between generations; elderly won’t die as the government supports them, and adult children lead more independent lives. Have there been examples of SHTF causing an entire country’s government/economy to collapse? If so, did they maintain welfare/benefits/daily living support services at a level that kept the vulnerable alive?
(By contrast, poor countries often have strong family ?bonds (I don’t know what word): younger people are strongly obligated to support and respect/obey their ancestors.)

## Prepping in this context.
What do? Strengthen family ties, but what about people who have no family?
