Are 'London' and 'Greater London' the same thing?

When people refer to London, are they most commonly referring to Greater London, and would that mean the whole of Greater London counts as one city? As it says on Wikipedia: " **London** is the capital and largest city of England, and the United Kingdom, with a population of around 8.8 million, and the largest city in Western Europe by metropolitan area, with a population of 14.8 million. " That population must mean 'London' at least refers to Greater London right? And also where does the 'London Metropolitan Area' fit into it all?
