why GPUs have so little VRAM?

Hey r/hardware community,
I've been pondering over why even top-tier enterprise GPUs, like the NVIDIA 6000 ADA, max out at 48GB of VRAM, which seems small compared to the RAM capacities available to motherboards (128GB, 256GB, etc.). Is there a technological limitation or cost issue that prevents GPUs from having larger amounts of VRAM, like 128GB or 256GB? Could anyone shed some light on the factors at play here (thermal, physical size, cost, etc.)?
