Would a lot of our issues be easier to solve if we had a very homogenous population?

Are lots of issues easier to tackle in other developed countries to really due to ‘homogenous’ populations?
I’ve heard this argument often being used to explain why certain things like public safety and crime rates, rail transit, political polarization, social trust, etc are better in other developed countries bc of their homogenous populations. Whether it’s ethnic, cultural, religious, etc.
I am wondering how much of a role that really plays. What are your thoughts? I feel like even in such places like Norway, Japan, etc they are all still individuals with their own personalities and worldviews.
