Who should be the owner? Shared Folders Active Directory

Hello Guys, I come to you to get some advise and opinions, maybe some insight, on who should be the owner of a shared folder. We had the issue this morning with someone who didn't have access since we couldn't properly re-inherit the permissions to the subfolders. The issue was that some folders were owned by User A, Creator of some subfolders, and not by User B, Owner of the Main shared folder. Normally it looks something like this. See picture below. ​ In my experience the Owner usually is the local Administrator or the group "Domain Admin". For now we have put "Domain Users" and we have added each user (not like on the picture) manually. Meaning that we don't yet work with an AD group that gets assigned to each user for access instead of each user is manually added. So my question is the following. Is it ok to leave "Domain Users" as owners or should be put "Domain Admins"? Is it maybe a security issue or cause other problems? It's been years since I've done it myself and I don't remember who I put as owner on those cases.
