Current/former job hunters. How successful are/were you in getting an interview from an application?

Was greeted to several more job rejection emails in my inbox today and really losing the drive and motivation.
Since the beginning of December I’ve applied for nearly 20 jobs in local council, Civil Service, and the Police yet only managed to get to the interview stage for one application.
I’m not punching above my weight with any of the jobs, they are all pretty much entry-level positions and I have the relevant experience (typically customer service experience and I have a university degree) to meet minimum requirements if necessary, yet I still struggle to get an interview.
Is this a normal success rate? Or am I just unlucky? Or am I being shafted?
