Nanna asked housing assocation to sort rat and ant problem out where she lives, but they turned around and said she has to sort it, does she?

My nan phoned the housing association about rat issues and an infestation of ants in her property and they turned round and said you have to buy your own ant powder and buy some rat traps and see if you can sort it yourself. She's a 73 year old vulnerable tenant with health issues and although we have helped her and laid some traps and powder, the problem still persists. Is it their responsibility to sort out?
