What would be a good system to deal with petty crimes using facial recognition software?

Okay this is going to be controversial, because it sounds like a social credit system and government spying.
HOWEVER.
Criminals in this country get away with small crimes all the time because they're so common and the police don't have the resources to follow them all up. We don't have the money to remove them all from society. So could facial recognition software be a way to sanction them?
Example:
Person steals wallets and phones from gym lockers. Face is caught on CCTV. CCTV footage is submitted to the police by the victim. The police computer finds the thieves identity using a databank. The thief gets black-listed using a tier system of sanctions, where the most prolific offenders are on the harshest tear, and the more petty offenders are on a lower tier, for a defined period of time. These sanctions will restrict what services they are free to access in society (e.g. gyms and leisure centres, various supermarkets and shops, clubs, airlines, shopping malls)
UK Businesses subscribed to this system (to avoid e.g. theft, and increase security for their customers) have it flash up on their computer whenever somebody who e.g. is a thief, who has been sanctioned due to a crime, enters their business. They can then either not let them in or ask security to throw them out. That way, the person gets excluded from society without having to go to prison at very little cost to the taxpayer.
The sanctions would last for a set period of time depending on the crime / reoffending rate, and once the sanctions are gone, there may be a period of time where they have a red flag against their name to alert the business that an e.g. ex-thief is on their property. Other sanctions may include blocking their bank card until they report to a police station to answer for their crime +/- pay a fine / return stolen items.
Also, if somebody feels that they have been wrongly sanctioned they will be able to contest it, however the facial recognition software should be so accurate that this would be extremely rare. And a judge + jury will have a weekly meeting where they view all of the proposed sanctions and approve or disapprove of them. For each case, they would have to answer a) is this clearly a crime and b) is this the correct perpetrator.
Catalytic converter thieves would also be on the s\*\*t-list.
Anyway, go ahead and explain why this is a terrible idea. Or ways it can be made to work.
