How do I deal with an under performing co-worker?

I have 4 things just this week that's led to me doing more work because of him. * He didn't reply to an accounting request (& still hasn't after I asked him to) for information that I'm looped in on because I've taken over some of the management of the system because he was failing to do so * A user reached out directly to me and called him out in a very factual way "There's nothing IT needs to do" is what he apparently told them * He had a ticket that should have only taken 5 minutes and did nothing for on it for 2 days - resulting in the user reaching out afterhours because it's now urgent that it gets done * Another user reached out and instead of spending any time helping, he asks the user come in to our office (this user is 20+ minutes away) but not scheduling it so the user comes when we aren't there and after i'm looped in, it took all of 5 minutes to realize what the problem was and fix it (had the wrong license assigned) I've had a lot of complaints about him over the years. What's f'd up is lately he's been saying things like "I think i do a good job"... I've brought this up to three different supervisors (we've had a bit of turnover a while back) and nothing has been done. The most recent supervisor has essentially pawned him off on me - This guy is supposed to be my backup, yet knows nothing of what i do. I'm supposed to train him. I've made suggestions to this employee, they go unheard. I've resorted to creating baby steps for troubleshooting and asking him to follow those and what didn't work when he tries to pawn tickets off to me. This is the guy that will sit at his computer surfing the internet, watching videos... He's been there for over 10 years. I'm kind of at my wits end because it's constantly creating more work for me. My current thought was to go to my manger and say something like "I need help dealing with a problem that's causing me more work" and then listing out examples such as the above.
