How to rebind Windows Copilot key to control

I just purchased a new laptop that has the new Windows Copilot key where the right control used to (should be!). When running a key logger it looks like linux picks it up as Left Super and Left shift at the same time. How can I make this combo show up as Control? I am getting super confused by xkb options and hoping someone has ran into this and found a solution.
