I see tannerite sold as fairly large granulated mix. What would happen if you mill the ammonium nitrate into fine powder then mix with aluminum powder. Would that allow a rim fire to set it off. If its more a powder I think the compression rate of impact would be higher

A lighter won't work. As for if your particular slower round will set it off:

Thanks but the lighter isn’t the point, I’m more thinking the gunpowder may give the force necessary to set it off, the lighter would just be there to ignite the gunpowder.

Gunpowder doesn't explode unless it's under pressure itself, otherwise it'll just sizzle and fizzle out.
