Even today if a Presidential candidate does not get a majority in the electoral college(Currently 270) the House will decide(and even worse it is state by state with each state having a single vote!). It is just that no Presidential election has gone to the house since the 19th Century. Basically "We the people" only get one chance to choose the President in an indirect election via the electoral college and if for some reason a single candidate fails to get the Majority of the Electoral Votes it goes to the House. The Electoral College was created because the founders did not think the common people able to choose the President. The U.S. consitution was written in 1787. They wanted an independent President(one not beholden to Congress) and lived in a world where only property owners voted. They debated many methods but choose this one. They decided to pass the buck down to to the states. They expected that the electors would be wise property owning people(just like themselves(they could be quite arrogant...)) they did not anticipate the formation of political parties or that the people themselves would vote for him. As for the Senate, the Constitution was more concerned with States than people and it's ratification required 9 of the 13 states to agree to it for it to go into effect and be binding to the states that agreed. The short they had to get small states to approve the it as well as large ones. Hench a two chambered house were population is the bias for representation in one and every state is equal in the other. This was a compromise needed to get small states like Delaware to agree to ratify the Constitution. This was also a sticking point in the Articles of Confederation(The U.S.'s first Constitution). It was worse in that respect because it only had one house and each state delegation had a single vote and it took 3/4 or pass a simple law(9 of them). The U.S. consitution only requires a majority in each house and the President's Signature(the simplest way to pass a law there are a couple variations on this but this is the simplest way). All states are equal in the U.S.. The Original 13 don't have any more power than the rest. The Constitution does not care how the States choose to assign their electors. They could do it via a card game or drag show contest of the candidates. So long as the State legislators do it and they do so via law. They created a republic not a democracy where everything is decided by voters. The way the law works in the U.S. is that the Constitution and the laws passed under it are the Supreme laws of the land. So changing the method of choosing the President requires an amendment otherwise it is unconstitutional. Anyway to get an amendment the usual(simplest) method is for 2/3 of both houses to send the amendment to the states for ratification and for 3/4 of the states to approve it for ratification. As you can imagine this process makes changing the Consitution hard.
