Why do some products shrinkflate, while others don't?

I'm thinking things like milk, always been 1,2,4,6 pints. A standard bread loaf at least while I've been alive has always been 800g. Cans have always been 330ml, bottles 500ml etc etc. Whereas look at tins of Christmas chocolates for example and it really seems like a race to the bottom. What happens at the "end" of shrinkflation? Do they eventually lose all customer based and acknowledge it, raise the price and size more in line with production costs and inflation and then allow the cycle to repeat?
