Where to safely dispose of swollen li-ion batteries?

I've got an old 10,000 mAh USB power bank, and I've noticed that it's become swollen. Usually, this is a sign that it's worn out, and there's a risk of it catching fire.
My local council says to leave small electrical items including batteries in a separate bag on top of your bin, but that seems unwise for something that's a fire risk.
