When are you supposed to close doors?

I was always taught when I open a door, to close it after I pass through it.
I've just moved into a new apartment and most of the residents don't close the doors.
There's an iron gate securing the building, but a set of interior doors immediately behind them leading to each unit.
I don't mean unlocked, I mean literally open. Even their unit doors are open, similar to a college dorm.
It's this normal? More than just for safety's sake I don't want the heat (that we pay for) to escape the building.
