Giving money and supplies to a faction does not make it an extension of the countries military. By that logic the mujahideen were once part of the US armed forces.
The Ukrainian army is entirely controlled by the west yet most refer to them as "the Ukrainian armed forces" even when they are controlled by and comprised of foreigners.
ironically described the Ukranian Army: armed and funded and equipped by NATO to the tune of Billions to commit genocide against the other 2/3rds of Ukraine's population. UA also uses also sorts of improvised gun trucks more out of desperation due to insane combat losses of heavy equipment. In the Russian and allied forces' case, it's simply an extra mobile gun on the field. S-60s are often sued for harassment fire from video I've seen.
I know the ZiL-130 was made extremely rugged, to the point they wanted to build a lighter version for city traffic. But they decided against it, since they couldn't guarantee those truck wouldn't at some point end up in rural service, where they would fail prematurely.
The ZiL-133GYa (pictured) is basically a KamAZ-5320 with a crappy cab. Most of these ended up as fire trucks or crane chassis.

That 1970’s/1980’s generation of truck is only starting to phase out completely in places like Africa and the Pacific Islands where Leyland and Japanese products are being replaced with modern trucks that just don’t last as long - trucks that are only a couple years old are having problems but these older ones keep on going

Not true, those are not even Russian army soldiers. but DPR. Ukraine had a lot of ZiL left. And it is a civilian vechicle, not military

The Zil-133 here has a late model cab (shown by the ‘snout’) which have been long out of production
It’s not a army truck, it’s just a commercial spec truck. The Zil-133 was phased out by the Kamaz trucks

Russia organized and controlled those units the whole time.

Did USA organize Mujahideen from ground up? Were Mujahideen commanded by US officers and world in close Cooperation with regular US units?
Did USA annex the entire area Mujahideen controlled as a 51st state?
