How come everyone suddenly has a blue badge? (disabled parking badge)

Let me start by saying I have no problem with loads of people suddenly having blue badges. I'm actually pretty delighted more people are getting use out of them! Traditionally (say, last year), there were always far more disabled parking spaces outside supermarkets and the like than there were disabled space users (usually blue badge holders). My understanding is that a) there aren't *that* many disabled people compared to the amount of parking spaces and b) it's incredibly hard to get a blue badge to enable you to park in a disabled space. However, I've recently noticed that all of a sudden, these spaces are being filled up - and when I walk past the cars, they are indeed displaying blue badges. By way of data, 4/5 disabled parking spaces were filled outside Aldi today - and about half of disabled spaces were filled at IKEA last week. Have councils started giving them out like rice at weddings? Or have more people become disabled? ​
