Instrument flying (PPL)

Hey all. Did a sim of panel flying today. At the end. - partial panel failure (heading and artificial horizon) He said - during CPL examination. You perform 2 min straight and level 1 minute rate one turn 2 minute level. At the end of rate one turn. (1 minute) it’s a pass or fail. You level the wings and if all was done right. Your 180 from start point. He said your allowed 2 seconds to enter and exit the turns. My question is. Why would he emphasize at the end of a minute you MUST level wings. - is it just for testing purposes to see how closely executed and maintained your rate 1 turn is? Or is it because your partial panel and that’s the procedure? Because in theory, you could (im assuming you should) and 30seconds, should have swung 90 degrees and could make a finite bank adjustment if necessary. (Canadian - south western Ontario)
