Possibly: A WhatsApp broadcast setup by selecting a bunch of people from the phonebook. It's not a group, it's a bunch of individual messages.

He isn't really sending the message to all the contacts, just a few carefully selected friends, colleagues, family members etc. who the 'victim' has added to a contact group.
