These were developed with double stack magazines, but the luger drums were already in production so the army insisted on using them.

The idea of using double-stacked box mags didn't come until they had already decided on using Trommelmags. The gun was always intended to feed from Luger mags.

The MP18 was known for many things, but a fast fire rate wasn’t one of them (more in line with the MP40 than with a modern MP5 if you catch my drift).
That said, only having 8 rounds in the magazine for a relatively bulky automatic weapon like this is a bad idea regardless.
