Taking a "large" dog to Europe from Canada (or USA)?

My wife and are planning a move from Canada to Austria, and are working on figuring out how to take our dog. The fist challenge is he is just tall enough (32" to the top of his head when he is standing straight up) to require a kennel that's too big to go as "baggage" and he has to go as "cargo". So far, we have found that Air Canada requires us to use a pet transport company, we can't make the arrangements ourselves. So far, we have a one-way quote for C$3800 (!!). We will be starting from Vancouver BC, close to Seattle. We will end up in Vienna, but could land elsewhere in Europe and get to Vienna by ground transport if that makes sense. It seems UK doesn't allow dogs to enter the country at all, so that's out.
Does anyone have any recommendations or experience taking their "large" pet to Europe from Canada / USA? We have figured out the vaccinations, health checks etc - it's the transport part that is the challenge.
