Should I pay rent to live in my parents house, or is covering bills enough?

We said you have to cover the amount we would have got in benefits, which turned out to be about £330 at the time and seemed a reasonable amount. If unemployed then that came to us minus a sim only contract, they had a motorbike and insurance for first year fund put aside to get them started if they needed to travel and we would do lifts to interviews or work until they could sort this out (SO can't work but can drive and I wfh). Daughter moved out on 26k at 19, 18 months ago to a very well run shared house with all bills included in local town a few miles away at £600 a month, leaving plenty left over and she was used to cooking her own food (also a chef at a 2 rosette place), could travel on her own bike but could walk to basically anything she needed anyway including work. She has been self sufficient since. Older son has been patchy with work, dropped college and didn't tell us which nearly caused an issue. Then has sporadically worked. Did kind what yours did and spent everything immediately, then after 3 months it was all gone. Then even not working he has all the electronics and shit he wants and of course he's fed etc, tho makes his own stuff unless we do some big meal. Just finished a 3 month contract and now he's blowing money on things like getting food from the shop when we have enough to feed us for a few months here. There's like 80 homecooked meals in the freezer alone as I batch cook. Plus normal stuff. When his sister moved out, to where she had access to public transport to take her anywhere, pubs, uni town stuff,.a much bigger room (she had the smaller one and this is bigger than any we had). He said he couldn't understand why she has leaving. At the time I sort of agreed as she did it after barely starting there so I was concerned about rent etc but she made it work That stuck with me tho, we are now moving him into the smallest room that my youngest has now. Youngest took her room as boys were sharing, tho youngest (11) basically just slept in it. He had never had his own room so that was a big deal at the time and eldest was working consistently. Now it's gone on too long, he's turned 22 and is just as yours, constantly online and has everything he wants, except the other things he could get if he was working like experiences, other stuff and being more independent, not like he's high maintenance but he needs a bump in the right direction. Already he is realising his shit will barely fit in there and he will need to get shelves and stuff. Hoping that's the thing that makes him get off his arse. The idea of better conditions paid for by working. He's been taking seasonal stuff then it just runs out. Smart enough to do whatever but won't pick anything that requires actually fucking learning anything. So frustrating with the apprenticeships around here. They had bugger all when I was his age looking lol. Even a boat makers down the road if he wants practical stuff who are looking and a dock he could get to for anything related to that. Of course now we have to redecorate a room but we have the flooring already and paint is a weekend jon for 11 year old standards who will want to change it in a few years.
