Would a rum and Coke have been considered an expensive drink in 1990s working-class Britain?

I'm curious because of the lines from Pulp's "Common People": *She told me that her dad was loaded* *I said, "In that case I'll have rum and Coca-Cola"* *She said "fine"* I think that during the same period in the U.S. we would have considered that a cheap drink, and if I knew her dad was rich and wanted to to take advantage of that, maybe I would've ordered something a bit more top-shelf.
