Move users from Manually Assigned Business Premium lic to M365 E3 via Dynamic Group?

So I'm trying to migrate about 80+ users that have Business Premium + Office E1/E3 to M365 E3. The issue is that the BP licenses are all manually assigned. I thought maybe I could add all users to my M365 Dynamic Group using Dynamic Rule and then assign the M365 license to that group. Then once all users have the M365 license then I could simply unassign the BP and O365 E1/E3 license from each user. However when I do this I get Assignment errors for each user saying that the M365 and BP license conflict (Duh) I also thought maybe I could create a Dynamic Group for BP and assign the BP license to the group and add users to that group and then just swap the license for the group to E3. But this also didn't work. What's the best way to do this with Dynamic groups? I'm trying to prevent a scenario where a user is stuck in license propagation and doesn't have a license for a set period while M365 E3 propagates I know I can use the license assignment portal to "replace" the license and I did this for a few users today successfully but I want to use Dynamic Groups like I said for future management.

I did this recently. Just so you know, there will be a conflict that doesn't go away until you reprocess the group. I created a dynamic group and assigned the license to all the users I wanted, then I checked if they had the new license and the old license through powershell and removed it if they had both (we have plenty of different licenses). Then I reprocessed the dynamic group to get rid of the conflicts.

The method I have used in the past is to use a group to replace the manually assigned licence with the group assigned licence - the same licence. If you are not enabling all options on the group, but the manual assignment is, then you will have to manually turn the options off. Then adjust the licence on the group to the new licence type. One will be replaced by the other.

I tried this. I briefly mentioned it in my post. This didn't work because it tried to assign the BP license to users that already had them but complained that ", There wasn't enough licenses". I'll try this again tomorrow during off-peak hours. It was my first day back after 12 weeks of paternity and it was pretty late. I might've read the dashboard wrong or missed a step.
