Who would I contact if I want to request a change in a traffic light?

There is a crossroads I take occasionally and if you are turning right it is impossible to see any approaching vehicles if another vehicle across from you is also wanting to turn their right. There's usually a few accidents a year there. A right turn arrow would make all the difference. I have looked but all I see is how to report broken traffic lights.
