How the frick do I allow someone to post announcements in Viva Engage?

I am trying to add a new user in Marketing the access to post announcements to all users in Viva Engage. Currently we have two staff in HR who can do this, but for the life of me I cannot find a setting or option to explain how they can do this, or how we can enable the new Marketing account the same access. All the tutorials I am finding online are not helpful. I am narrowing down what I need to do to this article, but I do not have the option in viva engage for "Leadership Identification and Audiences" https://learn.microsoft.com/en-us/viva/engage/leadership-identification#identify-leaders I've combed all over Microsoft's tutorials and I am not seeing how to even enable this option. I am logged into our Office 365 portal with an account as a global administrator. I've given myself access to be a Viva administrator, yet this option pictured still does not show up. I'm sort of at a loss.
