Is the Heritage Rough Rider 16" a rifle for the purposes of 4473?

My dad loves the Jack Nickelson Joker and I thought it would be a perfect gag gift to get him the 16" Rough Rider. I'm not 21 yet, so while I have long guns a-plenty, can't buy a pistol. Because it has a 16" barrel can I buy the Heritage, or just do it next year?

First of all I like your style! For the 16" pistol you will need to be 21 to get because it is, a pistol. You can go to the shop, purchase a gift card for the amount of the gun then give him the gift card and a pic of the gun. he can fill out the paperwork and buy the gun with the gift card at no expense to him.

I think like your father - I’ve been thinking of of one of those 16” barreled revolvers too. I wonder if this would fall under the same rules as a T/C Contender? Courts ruled you can use the same receiver as a rifle or pistol so long as you have a 16” barrel on it before putting the stock on, and you can legally swap back & forth.
