People who design call waiting systems for British businesses, is it true they’re intentionally obnoxious to get people to give up on their calls in frustration or are companies just cheap?

I’ve been on hold for over an hour with a pharmacy and I cannot stress enough what an unpleasant experience this is. The music is high-pitched and piercing in a nasty distorted way but I can’t not listen to it in case I miss the call, occasionally the horrible ear-violating music is interrupted by a smug character whose endless repetition of how busy they are and how thankful they are for waiting would grate on its own if he didn’t also feel need to nag me about ordering early because of increased demand which is literally what i tried to do, I’m not suffering through this dreadful experience for fun!
This has got me thinking, do companies intentionally make call waiting deeply unpleasant so that people give up in frustration and send an email they can completely ignore instead, or are they just really really cheap and order these systems knowing what a tooth-pulling experience it is to interact with them? Seriously hold music has never been anything other than a profoundly irritating experience for anyone? They could use a neutral beep or tone or literally anything that didn’t have the sonic qualities of late ‘00s chipmunk remixes.
