Need some suggestions for VOIP with ability to easily set and change call routing schedule

Background: Company is a transportation company. We are eventually moving to a new facility and will need a full Telephone system there, but that's a future need. I have been tasked with setting up a new line for Dispatch (2 lines in two different places) and a maintenance line for operators to call. The issue is that it needs to work with our existing systems in each of our facilities and take over for our answering service. The most needed features are for a number to send and receive text messages from, but also the ability to set a schedule of who receives calls after hours based on an HOURLY schedule (ex: employee 1 gets calls on their cellphone from 18:00 - 24:00 and employee 2 gets call on their cell phone from 24:00 - 04:00, the calls get forwarded to the main number). I was surprised to learn that a good number of VOIP systems don't have the ability to set schedules based on hours, so I need some suggestions of systems that can do that. The provider websites don't really list that information explicitly. as an example of what I need to setup, here is a table below. Mon | Tues | Wed | text ---|----|---|---- 04:00-18:00 | Office Numer | Office Number | Office Number 18:00-01:00 | Employee 1 | Employee 3 | Employee 2 01:00-04:00 | Employee 2 | Employee 2 | Employee 1 Does anyone have any suggestions for systems that can do that? I have confirmed that Grasshopper can but they seem to be poorly reviewed. We only need this system until we go for full 24hour dispatch, so we're not looking to port numbers (yet). I would like something robust enough that we could expand it to our future office with physical phones but can run off of the voip provider. This could also be a temporary system and then be phased out in favor of a different one for our new facility. Additionally, I would like to have a good SMS system that multiple users can send and receive messages from a single number and they can see the full message conversation with each line. Currently, dispatch sends texts from their personal phones so operators call/text them all day and night on their personal lines.
