Traffic enforcement vehicle parked on yellow zig zag lines. Is this legal?

On the way home from work I have to drive passed a school. Sometimes there is a traffic enforcement vehicle parked outside to catch people parking illegally. It’s one of those ones that has an extendable camera that comes out of the roof. Today I drove passed & this vehicle is parked on the zigzag lines with its camera up. It’s effectively breaking the law to catch people breaking the law is it not? Is this illegal?

Kind of defeats the object of it being there but it could have a dispensation from the council to park on the lines. You can always contact the parking dept of the council to complain, if you feel like it.

This is what I got from the West Yorkshire police website: 'Whilst it is not normally an offence in itself to park on the zigzag lines, drivers who do park there could commit an offence of causing an obstruction. In some areas the zigzag lines are accompanied by a traffic regulation order which does make it an offence to park there. There will be signs to indicate this at the location. In some areas the provisions in relation to zigzag lines will be enforced by the local council, whilst in others they will be enforced by the police'.

You'd think so but who would enforce it and perhaps they have a legal excuse. Seems to be a bad idea though as the whole point of the zig zags is to clear that area for visibility. Bit useless if some car with an extendable camera is on it. Unless there is literally nowhere else.
