My husband just received a fine from Italy for not having his second Covid vaccine there even though he’s had three in the UK

We moved back to the UK in 2021 (he’s Italian). There was no warning letter of the fine or asking him if he’s had his second vaccine. It’s made us angry as they’re always sending him a fine for something even when he’s not resident there. He’s thinking to just pay it as it’s only £100 but it’s more the injustice of it as it’s not like he’s deliberately avoiding the vaccine as he’s had four now and they never bothered to ask him what’s his vaccination status. I think it’s because at the time of the vaccine he was still an Italian resident. But I’ve had two in different countries as well but haven’t been penalised for it. Ever since we left his hatred of his home country has grown and it makes me sad. Does anyone have any advice or had the same happen?
