When managing devices, having an MDM is essential. Depending on your industry, you can sign up for either Apple School Manager or Apple Business Manager, which I assume you are already using. From there, you can utilize MDM solutions like Intune. If you're open to other options, consider SureMDM, which allows you to manage multiple operating systems and Azure AD accounts, offering various MDM features

You’re on the right track. You need ASM or ABM to link an MDM to so that your Apple devices can be sent over to the MDM much easier when you purchase Apple devices from Apple. You can link Apple devices to an MDM without ASM or ABM but it is a little tricker than having it sent over automatically.

Your on the right track, once that is setup you can use an iPhone with the configurator app to enroll existing devices into your ASM which then can be told to apply an MDM profile that you will create via Intone and link/sync via Intune in ASM. If you have a reseller account or apple account the school uses to order new devices you can link it to the ASM account so new ordered devices will ship and be enrolled already in your specified default MDM policy.
