Why has High Speed rail (HS2) gone so badly wrong (over budget and late)?

The project cost was initially estimated to be £31b for the whole line (London Euston to Birmingham and on to Manchester and Leeds). Now the cost is estimated to be over £110b, and that's only for the Old Oak Common to Birmingham section (not connecting to Euston). It was due to be complete in the late 2020s, but now they're saying 2040. Anyone know why the project has gone so wrong?
