Microsoft legacy partner licensing question for config manager

Started not too long ago with a business that is a legacy silver partner with Microsoft. We have a lot of software that’s available for free and most is self explanatory except config manager. In the partner benefits, it’s listed as 75 activations (a total of 25 and 50 for two different competencies a previous admin qualified for). It’s a weird number so I’m not sure if this is the licensing for the server itself, or the licensing per device? And if it is per device how do servers work (I don’t think it’s a 1 for 1, instead maybe per core)? Also, config manager is overkill for 75 devices but I just installed it to learn the product in hopes it’ll help me come resume time. I just don’t want to nuke my business in an audit if we pulled one.
