I’d recommend just holding on to it, better to just keep those kinds of things then to get over to the government or a museum where it’ll be seen by no one and sit on a shelf more then likely
He should keep it. Dont many EU countries have laws that if you're trying to sell something you have to bring it to a museum/relevant artifact authority to determine if they want to keep it first?

Depends on the place, here in Finland if it's more than like 100 years old it's basically government property iirc. Everything that's newer is fair game.
Ks98 style dress bayonet, hard to determine age because of condition as this general style was made pre WWI through WWII. Could also be a ks98 bayonet as they were the style most were based on but I don't think it has a sawback and the dress bayonets are more common.
