Need advice on switching my daily commuter

OK so I just wanna let everyone know that I was in and I was about 3 miles from work so I got an electric scooter from free boy it goes about big 110 pounds. Long story short I moved now I’m on a third floor and it’s very hard to carry it up and down and with the battery power of the electric scooter. It’s just kind of difficult to always keep a how long it takes to charge and then it’s about 7 miles to work one way and just having a the time is a very big asshole. I’m looking for a very budget friendly set up. I was thinking an bike or something that has removable batteries to get to and from work and I would like the speed to at least be around 40 top end. what can I get that wont break the bank, I really would love something I can remove the battery from. It and just bring that upstairs to charge. Or the idea of having 2 battery’s sounds awesome. please Point me in the right direction keeping cost in mind. Just need to get to work and back each dayk

If US, I don’t know if there is anywhere where a 40 mph “e-bike” is legal (as opposed to e-moto or e-scooter with registration/etc requirements)
Depending on where you are, legal electric assist (likely) limit will be either 20 or 28 mph
