The area around South Wales has produced arguably the greatest boxers Britain has ever known.
You have Joe Calzaghe, Tommy Farr (gave world champion Joe Louis an absolute hammering, to the point that Louis got booed out of the arena, when he was announced as the winner), Rocky Marciano got his start boxing in Swansea while a GI and “Welsh Rocky” David Pearce also heralded from there.

Norwich produces writers. From early stuff like Julian of Norwich to Sir Thomas Brown, who invented hundreds of words in the English language, to Robert Greene who mocked that upstart Shakespeare on his deathbed for being an uneducated upstart. Philip Pullman was born in Norwich, as well. Not to mention that king among poets, Alan Partridge, who penned the country's most beloved autobiography, Bouncing Back, in Norwich.

The areas where you'll find rugby support and kids playing it in large numbers will probably be middle class - indeed the rugby stadium is in the West End.
Whereas in the Borders, there's far less of a clear correlation. Melrose is the most middle class Borders town, Hawick the least... but they all seem to enjoy rugby equally and produce a lot of talent. An interesting side effect is the area underperforms in football (you'd expect either Gala or Hawick to have produced a scottish league side, but neither has... the nearest they came was applying to join in 1966) - I assume historically the sort of kids who might grow up playing football if they were from outwith the Borders end up playing rugby instead.

Matthew Syed, a former table tennis champion turned writer talks about this in his book Bounce. Basically, he came from somewhere (in Berkshire, I think?) where a heap of top table tennis came from. It narrows down to as small an area as a few streets or so. The reason was that there was a table tennis club there where kids played … and got good … and the coach was great… and so good kids played with excellent kids and became excellent kids, too… and yadda yadda in a virtuous circle. His book is really about how practice brings excellence, especially of course with other excellent practitioners. I forget the details of the first chapter, but he talks of how this small pocket of a town in the Home Counties or suburbia essentially dominated UK table tennis for years and years. (And perhaps it still does, I don’t know.)

Not necessarily just movement. Cambridge and Oxford have a disproportionately high concentration of scientific talent. My point is that expertise is not only imported - it can be cultivated over generations. You attract certain kinds of people, create a culture that values a particular activity, and then allow that culture to persist.
Over time, the community develops a disproportionate amount of expertise. Many families in Oxford and Cambridge settled there generations ago, and their descendants continue to thrive at universities.
The same principle can be seen in sports: when a town builds facilities and develops a strong local culture around a sport, it can end up producing an unusually large number of elite athletes. There are not many skiers in Spain.
But this goes both ways. Deprived cities generate generations of deprived out of work families. And so it goes.

if you have two academics who settle down and having family there is a high probability that their children will be guided into the academic education as well. And so on. And because of that these high-paid professionals will overpay lower-earners away from the proximity of these universities.. It is that simple.
Social mobility goes both directions - deprived area would naturally push away anyone who can afford to leave and will suck in people on low incomes..
If you want a melting pot you have to permanently stir it. Otherwise it will separate like oil and water..

You seem to imagine families of academics carrying on through the generations...it can happen, but it's not the majority of people working in science in Oxford or Cambridge and I know because I work in science (and have done for many years) and I've worked in academia and in Oxford and I have many links to people and organisations in Cambridge. The UK generally punches far above its weight in sports.
We have stars and teams regularly competing at the top for football, cricket, rugby, golf, tennis, boxing, athletics, and almost every summer olympic sport.
It's one of the things we should be really proud of. There isn't a country with anywhere near that success. Even the USA and China who dominate at the Olympics are 3rd class teams when it comes to the biggest team sports in the world.
