Upgrade or a complete new build?

Ive been working at a part time for a while, got about €500 saved up, and i was wondering if i should upgrade my pc or build a new one.

€500 is not much in the current "AI Ramageddon" market.
There is an upgrade path...what is your country since you stated "€" ?
What are the intended uses for this upgraded or new PC?

You could get more gpu power by upgrading to a newer (but still really old) gpu. For example a GTX 1050ti would be a nice perofmrance jump and work okay with your cpu. But the 1050ti was an entry level gpu from 10 years ago.
Anything more than that and your cpu is going to seriously hold you back. So you'll need to replace your cpu/mobo/ram for any serious gpu upgrade. Your PSU is also needing an upgrade as they have a lifespan and you're probably well past it. You'll want more ssd storage for modern games, and by this point everything sort of needs to go except maybe the case.
If you want a more modern computer, finding a newer used pc for €500 wouldn't be a bad idea. It'll be much easier than trying to upgrade or build to replace your current one.

That aged like fine wine, you gotta make a new one buddy but in this AI era you wont be able to do much with 500 so I would Suggest to move for a old pc on facebook marketplace or save up more

Can I ask what the pc is for? This build is ancient by any standard and im not aure there is anything worth upgrading with this pc.
Id love to say build new but u would likely need to save up a fair bit more depending on where u are in the world
