you don't get to pretend that it was "the voters" who put an end to the Trinity River Project. in the paragraph leading to that statement she basically lays out that Kay Bailey Hutchinson twisted her arm into figuring out a way to keep that boondoggle alive AND SHE FUCKING TRIED.
